Comparative Analysis of Malaysian and Indonesian Retirement Plan

Abstract

In Malaysia, the Employee Provident Fund (EPF) was established Under the Employees Provident Fund Act 1991 as a social security organisation that offers members trustworthy and efficient savings management and it is open to both personnel. In contrast, the Private Pension Administrator (PPA) developed the Private Retirement Scheme (PRS), a retirement programme, to address retirees' insufficient resources for meeting their retirement expenses in light of rising living standards and longer life expectancies. Having to see the similar aspects between EPF and PRS in terms of creating savings and their importance towards securing a certain degree of comfort for retirees, the purpose of this study is to provide a thorough explanation of how these two retirement plans can benefit all Malaysian private employees. Similar to Malaysia, all private sector workers in Indonesia are also required to participate in retirement plan. Thus, the purpose of this study is to evaluate the similarities and differences between Malaysia's and Indonesia's retirement plan. This research employs a qualitative approach, by conducting library-based research on the relevant materials including, but not limited to statutory provisions, case laws, law textbooks, journal articles, newspapers, conference proceedings, and seminar papers. At the end of the discussion, the findings show that both countries have their own retirement plans and have the same goal which is to provide facilities to all private-sector workers.

Nurin Athirah Mohd Alam Shah, Ahmad Ibrahim Kulliyyah of Laws, International Islamic University Malaysia

Nurin Athirah Mohd Alam Shah is a postgraduate student at Ahmad Ibrahim Kulliyyah of Laws, International Islamic University Malaysia (IIUM). Nurin Athirah received her undergraduate degrees from Faculty of Law, Universiti Kebangsaan Malaysia. She published her papers in several journals and chapters in books and participated in forums and conferences, local and international. Her recent achievement includes presenting a research paper at the International Accounting & Business Conference 2022, the 2nd UiTM International Conference on Law & Society 2022, the 4th UUM International Islamic Business Management Conference, the 2nd International Conference on Islamic Contemporary and Management as well as the Asian Conference on Comparative Laws (ASIAN-COL 2023) in Yogyakarta, Indonesia.

Muhammad Amrullah Nasrul, Ahmad Ibrahim Kulliyyah of Laws, International Islamic University Malaysia

Muhammad Amrullah Drs Nasrul is an Assistant Professor at Ahmad Ibrahim Kulliyyah of Laws, International Islamic University Malaysia (IIUM). He has written numerous articles, which have been published in national and international journals. He is actively involved in research related to the estate administration, inheritance, mediation, criminal and commercial law where he is currently working under few research grants as principal investigator (PI) and co-researcher. Dr Muhammad Amrullah was a former Deputy Public Prosecutor at the Attorney General Chambers of Malaysia and a legal executive at Amanah Raya Berhad where his job scope centralizes on handling estate administration cases. Dr. Muhammad Amrullah is currently appointed as the secretariat for the Harmonisation of Shariah and Law Unit and AIKOL Micro-Credential Liaison Officer.

Siti Fatimah Binti Abd. Rahman, Kulliyyah of Education, International Islamic University Malaysia

Siti Fatimah Abd. Rahman is an Assistant Professor at the Department of Language and Literacy, Kulliyyah of Education, International Islamic University Malaysia (IIUM). She currently teaches ESL classes in linguistics and psycho-sociolinguistics as well as computer-assisted language learning. She has written books and articles about educational technology and flipped learning. Her areas of interest in study are technology-enhanced language acquisition, flipped learning, and educational technology.

Devi Seviyana, Faculty of Law, Universitas Muhammadiyah Yogyakarta

Devi Seviyana is a researcher at the Faculty of Law, Universitas Muhammadiyah Yogyakarta, Indonesia. Devi published a number of papers in national and international journals and proceedings. She actively involve in research activity including attending conference, seminars and academic forum, signifying her enthusiasm in the world of academia. She also presented research-based papers at several international conferences including The 2nd International Conference on Governance and Development 2021 Philippines, Asian Conference on Comparative Laws 2021 and 2022, and 2017 International Conference on Law and Society.
