Abstract

Violence against women and children remains a significant social problem that continues to attract global and national attention due to its serious physical, psychological, and social impacts on victims. In Indonesia, the number of reported cases is still relatively high, indicating the need for effective protection and complaint services. This study aims to analyze the innovation of the ASIKKPAK service (Application of Information and Communication System for Violence Against Women and Children) in handling complaints of violence against women and children in Semarang City. This research employed a qualitative descriptive approach to obtain an in-depth understanding of the implementation of the service. Data were collected through observation, interviews with service managers, and documentation related to the implementation of the ASIKKPAK system at the Department of Women’s Empowerment and Child Protection (DP3A) of Semarang City. The results show that ASIKKPAK functions as a digital-based complaint service that facilitates the community in reporting cases of violence more easily, quickly, and efficiently. The system also supports data management, monitoring of case handling, and coordination among related institutions in assisting victims. However, the implementation of the service still faces several challenges, including limited public awareness, low digital literacy, and coordination constraints among institutions. Therefore, strengthening socialization, improving human resource capacity, and integrating services across institutions are necessary to optimize the effectiveness of ASIKKPAK in protecting women and children.
