The urgency with which full-featured, adaptable evaluation tools should be developed in response to today's educational needs increases. The Research and Development (R&D) method used in this research was the 4D model (Define, Design, Develop, and Disseminate). The study's results developed 20 multiple-choice questions from cognitive knowledge (C1) to creation (C6). The instruments get a percentage of the first material expert, 88.75% with the "valid" criteria, the second material expert, 86.25% with the "valid" criteria, and language validation gets a percentage of 91.25% with the "valid" criteria. The validity value of the entire aspect is 88.75%, so the instrument was declared "valid" and worthy of use.
