Peran Crisis Management Intitiative (CMI) Melalui ‘Proyek Tindak Lanjut Proses Perdamaian Aceh’ Dalam Proses Bina Damai di Aceh (2009-2012)

Abstract

CMI (Crisis Management Inititative) merupakan organisasi pihak ketiga dalam konflik antara Pemerintah Indonesia dan Gerakan Aceh Merdeka. CMI tidak hanya membantu dalam proses perundingan antara RI-GAM, namun juga dalam proses bina damai (peace-building) pasca konflik. Penelitian bertujuan untuk mendeskripsikan peran CMI dalam bina damai di Aceh tersebut melalui Proyek Tindak Lanjut Proses Perdamaian Aceh pada tahun 2009-2012. Posisi CMI ini menarik untuk diteliti karena CMI adalah organisasi nirlaba yang berasal dari Finlandia dan bergerak dalam bidang resolusi konflik di berbagai negara di dunia. Penelitian berfokus pada upaya penyelesaian masalah separatis yakni GAM di Aceh terutamamelalui pelibatan pihak ketiga seperti organisasi non-pemerintah dalam hal ini CMI. Melalui kerangka konseptualproses intervensi yang dilaksanakan dalam konteks bina damai, penelitian ini menggambarkan peran CMI sebagai mediator untuk menjaga proses perdamaian Aceh.

CMI (Crisis Management Inititative) is a third party organization in the conflict between the Government of Indonesia and the Free Aceh Movement. CMI not only helps in the negotiation process between RI-GAM, but also in the post-conflict peace-building process. This study aims to analyse the role of CMI in peace building in Aceh through the Aceh Peace Process Follow-Up Project in 2009-2012. This CMI position is interesting to study because CMI is a non-profit organization originating in Finland and is engaged in conflict resolution in various countries around the world. This research focuses on efforts to solve the separatist problem of GAM in Aceh particularly through the involvement of third parties such as non-governmental organizations in this case CMI. Through the conceptual framework of the intervention process undertaken in a peaceful context, this study illustrates the role of CMI as a mediator to safeguard the Aceh peace process.
