Kebutuhan perlindungan hukum terhadap perlindungan sosial bagi kesejahteraan lanjut usia dalam penyusunan peraturan daerah tentang penyelenggaraan kesejahteraan lanjut usia di Jawa Tengah sebagai upaya peningkatan kesejahteraan sosial, sehingga dapat melaksanakan fungsi sosialnya dengan baik. Tujuan dari penelitian ini adalah mendeskripsikan : 1) urgensi peraturan daerah terhadap perlindungan sosial bagi penduduk lanjut usia di Provinsi Jawa Tengah; 2) bentuk-bentuk perlindungan sosial terhadap penduduk lanjut usia yang perlu di akomodasi di dalam peraturan daerah; dan 3) bentuk instansi yang relevan menjalankan dan mengelola kesejahteraan penduduk lanjut usia. Penelitian ini menggunakan jenis penelitian yuridis sosiologis; pendekatan penelitian kualitatif; sumber data : data primer, data sekunder dan data tersier; teknik pengumpulan data : wawancara, serta studi pustaka; analisis data kualitatif; dan validitas data : teknik triangulasi. Simpulan penulis, bahwa secara filosofis, kesejahteraan sosial merupakan suatu kondisi yang harus diwujudkan bagi seluruh warga negara di dalam pemenuhan kebutuhan material, spiritual dan sosial agar dapat melaksanakan fungsi sosialnya dengan baik. Secara sosiologis, lanjut usia merupakan bagian dari masyarakat yang tidak bisa dipisahkan dalam kehidupan kita. Secara yuridis, berdasarkan Undang-undang No. 13 tahun 1998 tentang  Kesejahteraan Lanjut Usia Pasal 1, pengertian lanjut usia adalah seseorang yang telah mencapai usia 60 tahun ke atas. Saran dari peneliti, 1) perlu adanya pemenuhan kebutuhan payung hukum guna penyelenggaraan kesejahteraan lanjut usia di Jawa Tengah; 2) pemenuhan aspek kebutuhan lanjut usia yang sesuai dengan kondisi penduduk lanjut usia di Jawa Tengah; dan 3) penyelenggaraan kesejahteraan lanjut usia oleh satuan kerja pemerintah Daerah (SKPD) di Provinsi Jawa Tengah dengan pengkoordinasian dari Komisi Daerah Lanjut Usia Provinsi Jawa Tengah.

The need for legal protection of social protection for elderly welfare in drafting local regulations on the administration of the welfare of the elderly in Central Java, as an effort to improve social welfare, so it can carry out its social function properly. The purpose of this study is to describe: 1) the urgency of local regulations on social protection for the elderly in Central Java; 2) forms of social protection for the elderly who need accommodation in the local regulations; and 3) the form of the relevant institutions to run and manage the well-being of the elderly. This research uses a sociological juridical research; qualitative research approach; Data sources: primary data, secondary data and the data tertiary; techniques of data collection: interviews, as well as library research; qualitative data analysis; and validity of the data: the technique of triangulation. Conclusion the authors, that the philosophical, social welfare is a condition that must be realized for all citizens in the fulfillment of material needs, spiritual and social order to carry out its social function properly. Sociologically, the elderly are part of a community that can not be separated in our lives. Legally, under Law No. 13 of 1998 on Elderly Welfare Section 1, the definition of elderly is a person who has attained the age of 60 years and above.   Suggestion from researchers, 1) the need for legal protection in order to meet the needs of elderly welfare implementation in Central Java; 2) the fulfillment of the needs of elderly aspects in accordance with the conditions of the elderly population in Central Java; and 3) the implementation of the welfare of the elderly by the local government unit (on education) in the province of Central Java with coordination of the Regional Commission Elderly Central Java Province.
