Abstract

Character and religious learning is an important part of children development,  especially children with special needs (visual impairment). Character and religious learning of children with special needs in TKLB Negeri Semarang uses specific strategies to develop children’s potential. This research is aim to describe learning strategy and factors influencing character and religion learning strategy of children with special needs (visual impairment) in TKLB Negeri Semarang. This research is a qualitative research with case study research type. it used observation, interview and documentation method. Informants in this study are religion teachers, class teachers and principals. The data analysis technique used triangulation. Based on the results of data analysis of moral and religious learning strategies of children with special needs (visual impairment) in TKLB Negeri Semarang, there are organizing strategies including learning design that is preparation of lesson plan that has been modified according to the needs and abilities of students with visual impairment based on the 2013 curriculum and the material determination. Delivery strategies include the determination of learning methods, learning approaches, resource selection, and selection of instructional media. Management strategies include the preparation of assessment tools, time allocation and students’learning evaluation. Factors that influence learning strategy are internal and external. Internal factors include 1). Physical limitations of learners, 2). Learners’ condition with classification of disabilities, 3). Unstable learning motivation. While external factors are 1). Facilities and infrastructure, 2). Lesson plan is less appropriate with learners’ condition, 3). The lack of learning media, 4). Limited resources in special needs education.
