ANALISIS KEBUTUHAN ARSIPARIS DI DINAS KEARSIPAN DAN PERPUSTAKAAN PROVINSI JAWA TENGAH

Abstract
Penelitian ini untuk mengetahui analisis kebutuhan Arsiparis, kendala yang dialami, dan solusi pemenuhan kebutuhan Arsiparis di Dinas Kearsipan dan Perpustakaan Provinsi Jawa Tengah. Penelitian ini menggunakan metode kualitatif. Teknik pengumpulan data menggunakan teknik observasi, wawancara, dan dokumentasi. Analisis data dengan model interaktif melalui pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa analisis kebutuhan Arsiparis dilakukan dengan analisis beban kerja dan analisis jabatan yang berpedoman pada peraturan pemerintah. Kendala yang dialami dalam pengadaan Arsiparis yaitu karena (1) adanya moratorium yang menyebabkan sulitnya untuk menambah fungsional Arsiparis, (2) rendahnya kemampuan pemerintah dalam membayar, (3) minat menjadi Arsiparis yang belum begitu menjadi ketertarikan, (4) pengambilan kebijakan yang belum cepat, dan (5) pelaksanaan jobdesk yang belum sesuai. Upaya yang telah dilakukan sebagai solusi meliputi pelaksanaan penambahan Arsiparis melalui inpassing, optimalisasi terhadap pelaksanaan tugas Arsiparis yang ada, membangun motivasi dan meningkatkan citra baik Arsiparis melalui kebijakan pengadaan dan pengembangan, dan mengadakan rapat rutin bulanan untuk sinkronisasi dan mengakomodir berbagai masalah. Simpulan penelitian ini yaitu analisis kebutuhan Arsiparis sudah dilakukan dengan baik. Saran hasil penelitian ini agar pemerintah memberikan kemudahan dalam mekanisme pengajuan inpassing dan memprioritaskan alokasi anggaran untuk pengembangan Arsiparis, serta melaksanakan manajemen kepegawaian yang lebih terarah dan berkesinambungan.
This research was to know the need analysis of Archivist, the constraints being experienced, and the solutions with regard to the fulfillment for the Archivist neededat Archives and Library Office in Central Java.The qualitative study was used. Data collection techniques was using techniques of observation, interviews, and documentation. Data analysis was done with the interactive models through data collection, data reduction, data presentation, and conclusion.The results of this study indicate that the requirements analysis performed with the Archivist of the workload analysis and job analysis based on the Government Regulation. The obstacles of the need analysis of Archivist at Archives and Library Office in Central Java are; 1) there was a moratorium which make difficult to add an archivist, 2) there was the government’s low ability to pay, 3) there was people low intends to be Archivist, 4) there was slow policy making, and 5) there was inappropriate implementations of jobdesk. While efforts that have been made were include the implementation of the addition of the Archivist with inpassing, optimisation in job implementation of Archivist, build motivation and improve good images of Archivist through procurement and policy development, and hold meetings monthly to synchronize and accommodate a variety of problems. Drawing conclusions in this research was that the need analysisof archivist has been done well. Suggestion based on this research were government need to make light of inpassing mechanism and give priority in alocation of government valuation, also for the office to make a good connected and directed human resources management.
