Penerapan Hazard Identification Risk Assessment And Risk Control di Dipo Lokomotif

Dipo Lokomotif Semarang Poncol sudah melakukan penilaian risiko dengan metode HIRARC namun kecelakaan kerja tetap terjadi disana. Sejak Januari 2016 hingga Januari 2017 sebanyak 62.5% pekerja mengalami kecelakaan kerja. Penelitian ini dilakukan pada tahun 2107. Tujuan penelitian ini yaitu untuk mengetahui pelaksanaan penerapan HIRARC pada bagian pemeliharaan di Dipo Lokomotif Semarang Poncol. Jenis penelitian menggunakan deskriptif kualitatif dengan rancangan penelitian fenomenologi. Hasil penelitian ini yaitu pada Dipo Lokomotif Semarang Poncol terdapat 92 pengendalian bahaya, dengan 27 (29,34%) pengendalian bahaya terlaksana secara fully implemented dan 65 (70,66%) pengendalian bahaya terlaksana dengan partial implemented. Pelaksanaan HIRARC dengan fully implemented yaitu pada penggunaan safety shoes dan safety helmet sedangkan penerapan dengan partial implemented yaitu pada penggunaan kacamata safety, masker safety, ear plug, rompi safety, safety belt, dan sarung tangan safety. Penerapan dengan partial implemented disebabkan karena terdapat APD yang kurang sesuai dengan kebutuhan pekerja, selain itu pekerja merasa tidak nyaman jika harus bekerja dengan menggunakan APD dan mengganggap remeh efek yang akan ditimbulkan dari tidak menggunakan APD. Penerapan HIRARC pada Dipo Lokomotif Semarang Poncol belum sepenuhnya fully implemented.
Abstract
Dipo Locomotive Semarang Poncol had owned and implemented HIRARC as one of the risk assessment methods however work accidents were often happened there. Since January 2016 to January 2017 as many as 62.5% workers had a work accidents. This study was conducted in 2017. The purpose of this research is to know the implementation of HIRARC in maintenance department of Dipo Locomotive Semarang Poncol. The type of research was descriptive qualitative with phenomenology design research. The result of hazard identifications were 92 risk controls, which were 27 (29,34%) with fully implemented and 65 (70,66%) with partial implemented. The usage of safety shoes and safety helmet were include to fully implemented while usage of safety glasses, safety mask, ear plug, safety mask, saftey belt, and safety gloves were partial implemented. The partial implemented caused by that PPE were not fit for workers necessity, beside it workers feel hampered when used that and they did not realised also the effects from it. The implementation of HIRARC in Dipo Locomotive Semarang Poncol had not been fully implemented.
