Abstract

ABSTRAK


Berdasarkan laporan capaian 12 indikator SPM-BK Kabupaten Jepara tahun 2017-2018 menunjukan pelayanan penderita hipertensi termasuk kedalam 3 indikator terendah setiap tahunnya. pelaksanaan SPM pada pelayanan penderita hipertensi di puskesmas mayong I yaitu 3,83% dari 60% target SPM 2018 yang ditentukan oleh pemerintah Kabupaten Jepara sesuai SK Dinas Kesehatan Kabupaten Jepara. Tujuanya yaitu untuk mengetahui Sejauhmana proses Standar Pelayanan Minimal pada penderita hipertensi di UPTD Puskesmas Mayong I Kabupaten Jepara. Penelitian ini merupakan penelitian kualitatif dengan metode deskriptif. Penelitian ini berfokus pada evaluasi proses (Planning, Organizing, Actuating, Controlling). Penelitian ini dilaksanakanpada bulan Agustus - September di Puskesmas Mayong I. Teknik analisis data menggunakan 3 langkah yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pelaksanakaan SPM-BK pada penderita hipertensi di puskesmas Mayong I dilaksnakan oleh 3 program terkait yaitu PIS-PK sebagai penjaringan, Posbindu dan prolanis sebagai pelaksana rutin. Pelaksanaan SPM-BK pada penderita hipertensi belum berjalan secara maksimal, masih terdapat kendala antara lain penjaringan pasien belum menyeluruh, media KIE belum diterapkan, kurangnya kesiapan SDM Kesehatan.


ABTRACT


Based on achievement reports of 12 indicators SPM-BK in Jepara Regency by 2017-2018 show that the services for hypertension sufferers are included in the 3 lowest achivement each year. The implementation of SPM for hypertension patients in Puskesmas mayong I is only in 3.83% of 60% SPM 2018 total target determined by the government of Jepara Regency according to decree of the Jepara district health office. The aims of this researce is to find out how far the Implementation process of Minimum Service Standards for hypertension patients in UPTD Puskesmas Mayong I Jepara. This research focuses on process evaluation (Planning, Organizing, Actuating, Controlling). This research was conducted in August - September in Puskesmas Mayong I. This research using 3 steps of Data analysis technique namely data reduction, data presentation, and drawing conclusions. The results showed that the implementation of SPM-BK for hypertensive patients at Puskesmas Mayong I was carried out by 3 related programs they are PIS-PK as networking, Posbindu and prolanis as routine implementers. The implementation of SPM-BK in hypertensive patients hasn’t run optimally, There are some obstacles included the selection of patients not yet comprehensive, KIE media has not been implemented, lack of readiness of Health Human Resources.
