Berdasarkan laporan capaian standar pelayanan minimal penderita hipertensi tahun 2020 di Kabupaten Klaten menunjukan bahwa Puskesmas Juwiring memiliki capaian standar pelayanan minimal terendah yaitu 4,7%. Selain itu berdasarkan data kumulatif sampai dengan Agustus 2021, capaian standar pelayanan minimal hipertensi masih rendah yaitu 4,2% yang jauh dari target. Tujuan penelitian ini yaitu mengetahui penerapan fungsi manajemen pada pelaksanaan standar pelayanan minimal penderita hipertensi di Puskesmas Juwiring. Penelitian ini merupakan penelitian kualitatif dengan metode studi kasus bersifat deskriptif. Penelitian ini dilaksanakan pada November 2021- Januari 2022. Penelitian ini berfokus pada penerapan fungsi manajemen pelaksanaan standar pelayanan minimal penderita hipertensi yaitu pada program Posbindu PTM dan Prolanis. Hasil penelitian menunjukan kurang koordinasi waktu terkait pelaksanaan Posbindu PTM, pengaruh anggaran dana desa terkait pelaksanaan Posbindu PTM, keterbatasan tenaga kesehatan, adanya beban ganda atau peran ganda tenaga kesehatan, kunjungan Prolanis selama pandemi menurun.

Abstract


According to  achievement reports for  the minimum service standard hypertension 2020 in Klaten Regency, Puskesmas Juwiring has the lowest minimum service standard achievement ( 4,7%) . Furthermore, based on data collected through August 2021, the achievement of the minimum service standard for hypertension 4,2 percent, considerably below the target. The purposes of research is to see how management functions are used in the implementation of minimum service standards for hypertension patients at Puskesmas Juwiring. This research is a qualitative research with a descriptive case study method. This research was conducted in November 2021-January 2022. This research focuses on the management function of establishing minimum service standards for hypertension patients using Posbindu PTM and Prolanis programs. The results showed a lack of time coordination regarding the implementation of Posbindu PTM , the influence of the village fund budget related to the implementation Posbindu PTM, a shortage of health personnel, a double burden or dual role for health workers, and a decrease in Prolanis visits during the pandemic.
