This is caused by several factors, one of which is low education. This study took place in Madura because in Madura early marriage is still quite a lot done. Some of the underlying factors are the Islamic understanding that if a child is already adult <em>(baligh)</em>, they can already get married. In addition, Madurese people still adhere to the tradition of matchmaking and the existence of a belief called <em>sangkal</em> (if women reject applications from men, they will become spinsters or <em>ta paju lake ').</em> This study aims to conduct a literature review on the low level of education with the occurrence of early marriage in Madura. Literature search is done through portalgaruda.org, google scholar, and onesearch.id database by using the keywords <em>"pernikahan dini” </em>(“early marriage”) and<em> “tingkat pendidikan”</em> (“level of education”). The literature collected by using these keywords are 31 articles, but after adding the keyword <em>"Madura"</em> the literature collected becomes 7 articles. The method used in this study is a study of narrative literature. In Indonesia, especially, English is considered as a foreign language which means that this language is not always used in daily lives, only in certain conditions or situations. Considering the issue, the rate of English language learning and practice is still low. In order to learn English, learners require motivation so that they can be successful in learning the language. Therefore, the roles of motivation is very crucial during the teaching and learning process. Previously, some of the researches stated that external or instrumental motivation was the one which drove learners to learn English in countries where this language was considered as a foreign language. The result implicated that motivation which dominated the English language learning process was instrumental motivation. It means that such a motivation was the foundation which encouraged learners to learn English in order to get good scores in schools, get jobs, pass examination, and pursue careers. On the other hand, in countries where English is used as a second language, learners learn English are directly motivated because of the inner needs to learn and develop their English skills. However, we know little about to what extent and what particular aspects of HOTS implemented in Indonesia English National Examination. Therefore, in order to fulfil the gap, the present study attempts to identify the use of HOTS-based questions and what particular skills appearing under HOTS category in English National Examination. We examine one package of each English National Examination from 2013 until 2018. We analyse 210 multiple-choice items in which each examination contain 35 items of reading comprehension. The items are analyzed quantitatively through content analysis based on the aspects of HOTS in Revised Bloom’s Taxonomy.&nbsp; The researchers find that there is insufficient amount of HOTS questions in English National Examination. 157 items classified into the LOTS and only 53 (25.23%) items are classified into HOTS. The second finding is that the level of HOTS included in English National Examination 2013-2018 is only the level of Analyze. The Differentiating and Organizing are the subskills of the aspect of Analyze that are mostly included in all examinations. Records show that there has been an annual recurrence of examination malpractices for the period 2008 to 2018. In 2018, the initial examination papers for Grades 9 and 12 had to be canceled and new ones set after the examination papers were leaked on social media. These malpractices reported in the last decade have the potential to negatively affect the quality of graduates from the concerned schools. It may further cast doubt on the validity and reliability of the certificates conferred. To a wider extent, examination malpractices have the potential to lead to cultural decay, increased criminality, social injustices and corruption in society. The driving factors to malpractices have been identified as macro and micro in nature. The study introduces a new model coined the 13-selfs model. Using the introduced model, the study proposes solutions to the internal factors. With this new model it is possible to nurture a student with higher confidence and integrity leading to the elimination of malpractices. The thirteen elements of the 13-Selfs model are self-confidence, self-esteem, self-motivation, self-determination, self-organization, self-equipped, self-sustenance, self-conviction, self-efficacy, self-assurance, self-sufficiency, self-control, self-defense. The proposed solutions to the macro factors include the use of modern technology such as drones to secure and deliver examination materials on the day of examination. This study uses a qualitative descriptive research method. The research was conducted in three different hotels in the city of Padang, namely Whiz Prime Hotel, Grand Inna Hotel, and Pangeran Beach Hotel. Informants in this study included the culinary industry where graduates worked as well as graduates working in the industry. There are two data collection techniques used, interviews and documentation. Processing data in this study using NVivo 11 software. The results of data analysis showed that there were 17 themes on cognitive aspects, 15 themes on affective aspects, and 18 themes on psychomotor aspects. The results of the analysis of the competence of culinary graduates from SMK Negeri 9 Padang, which is expected by the industry, show that there are 7 themes summarized from cognitive, affective, and psychomotor aspects. In general, the results of the study showed that the cognitive and psychomotor aspects of graduates were good. Cognitive and psychomotor aspects include eating and drinking services, non-alcoholic drinks, pastry, Indonesian food, and continental food. The countries which have realized that motto and invested a lot for a long time for sustainable development of the education sector of the country, they are now forerunner in innovation, world influence, employment, innovative thinking, world-class health care service, technology, ideological influence and even military advancement. They have diversified education investments which have had defused the progress in all sectors. On the contrary, there are many countries which are wealthier than many developed countries, but for creative ideas, educational advancement, climate change and even for major decisions, they rely on some specific advanced countries. These countries cannot ensure sustainable development of their own as they rely on others. Besides, some countries mostly depend on natural resources which are now facing constraint for plummeting of the price of those assets due to worldwide economic depression or the invention of alternative option. The countries which have the best education in the world, they have more researchers and diversified world-class education system and creativities to cope up with the changing world circumstances. This type of research is the development of research using the ploomp and nieveen models, with three stages of development, namely 1) preliminary research 2) prototyping stage and 3) assessment stage. The instrument used was a questionnaire in the form of a validity questionnaire and a practicality questionnaire. The mikrotik training module was validated by six experts namely three mikrotik material experts and three module experts. The practicality of mikrotik e-modules is carried out on computer network engineering teachers in several State Vocational High Schools in Padang. The validity test results obtain results with a valid category. Based on the practicality test by the computer network engineering teacher at the State Vocational High School in Padang, the results obtained indicate that the module has a very high practicality category.
