PERSEPSI DAN POLA PERILAKU MASYARAKAT BANTARAN SUNGAI DAMAR DALAM MEMBUANG SAMPAH DI SUNGAI
Abstract
Sungai Damar menunjukkan permasalahan sampah. Masyarakat bantaran sungai kurang peduli dengan kondisi sungai dan dampak sampah pada lingkungan hidupnya. Penelitian bertujuan untuk menganalisis persepsi dan pola perilaku masyarakat bantaran sungai dalam membuang sampah di sungai dan faktor-faktor yang mempengaruhi persepsi dan perilaku tersebut. Selain itu dianalisis pula upaya yang sudah dilakukan untuk menanggulangi sampah di sungai. Hasil analisis digunakan untuk mendesain pemberdayaan masyarakat dalam penanggulangan sampah berbasis persepsi dan pola perilaku terhadap lingkungan. Penelitian menggunakan pendekatan kualitatif desain studi kasus. Narasumber penelitian adalah masyarakat RT 02 RW 03 Desa Weleri yang tinggal di bantaran Sungai Damar, Kepala Desa Weleri, ketua RW 03, dan pihak Dinas Cipta Karya dan Tata Ruang. Data dikumpulkan pada bulan Mei-Juli 2016 melalui wawancara, kuesioner, observasi, dan dokumentasi. Hasil penelitian menunjukkan persepsi yang rendah terhadap sampah. Rendahnya persepsi berpangaruh terhadap munculnya perilaku membuang sampah di sungai. Ketiadaan fasilitas tempat sampah dan truk pengangkut sampah menjadi faktor utama penyebab rendah persepsi dan perilaku terhadap sampah. Upaya sosialisasi dan program Bank Sampah dari desa tidak berjalan lancar. Pemberdayaan masyarakat ditempuh melalui penyusunan pedoman pemberdayaan masyarakat, pembagian leaflet tentang pengelolaan sampah, pengadaan tempat sampah, dan pengajuan pengangkutan sampah.
Damar River shows a complicated problem of garbage. People living at its riverbank seem to ignore the garbage impacts on their environment. This study aimed to analyze people’ perceptions and behavior pattern of dispensing garbage into Damar River, identify the factors influencing those above, and also describe the efforts taken by the community to address the garbage problems. All collected information was then used for redesigning community empowerment toward rivers garbage. The study approaches used was qualitative case study design. Informants involved in the study were the society of RT 02 RW 03 living along the riverbank, chairman of Weleri and RW 03, and the staff of the Department of Human Settlements and Spatial Planning. The data was collected by interview, questionnaire, observation, and documentation study. The findings showed that the perception of the society was more likely to be clearly weak. This low perception seemed correlated with their behavior patterns on dispensing garbage into the river. The lack of garbage bins and dump trucks became the major factor for this wrong doing behavior. Some community empowerment modes to overcome these existing problem were attitude based socialiszation on garbage problems via interesting leaflets, availability of dump trucks, and education about Garbage Banks and trainings on waste recycling.
