Abstrak

Penelitian ini bertujuan: (1) Mengevaluasi program pembinaan, kelayakan  sarana prasarana,SDM, dukungan pemerintah dan masyarakat dan pembiayaan, (2) mengevaluasi pelaksananaprogram latihan, perekrutan pelatih, atlet, kinerja pelatih, penggunaan sarana prasarana, kosumsi, koordinasi, trasportasi, kesejahteraan,(3)mengevaluasi keberhasilan program pembinaan. Penelitian ini evaluasi program model Contenece Stake, sumber datanya pengurus,
pelatih,atlet,dan KONI. Teknik pengumpulan data menggunakan observasi, wawancara,dokumentasi dan triangulasi. Data dikumpulkan dianalisis secara kualitatif melalui: 1) reduksi data, 2) penyajian data, 3) penarikan kesimpulan. Hasil penelitian: (1) program pembinaan kurang berjalan baik, (2) Sarana dan prasarana kurang memadai, sumber dana dari anggaran tahunan KONI, (3) penyeleksian pelatih dan atlet tidak jelas , (4) kinerja pelatih cukup bagus,(5) kurangnya perhatian pemerintah, (6) program pembinaan kurang  jelas, pelatih mendapat kebebasan membuat program latihan. (7) Asahan menghasilkan satu atlet ditingkat Asean dan tujuh atlet tingkat nasional. Penelitian ini menyimpulkan: 1) Antecedent,  program pembinaan yang kurang jelas dan masih banyak kekurangan dalam pendanaan yang  sangat minim. 2)Transaction, pelaksanaan program latihan cukup baik, penseleksian pelatih, atlet tidak jelas, kosumsi, kesejahteraan atlet dan pelatih tidak terjamin dan tidak memiliki transportasi khusus. 3) Outcome, pembinaan Asahan cukup baik untuk tim dan perorangan. Saran, Pengkab harus lebih aktif dan kreatif  dalam  proses pembinaan.

 

Abstract

This study aims to: (1) Evaluate the training program, the feasibility of  infrastructure, human resources, government and community support and funding, (2) evaluate process training programs, recruitmencoaches, athletes, coaches performance, the use of  infrastructure, Consumption, coordination, transportation,welfare,(3)evaluate the success of the coaching program. This research program evaluation models Contenece Stake, source data administrators, coaches, athletes, and KONI. Date collection techniques used observation, interviews, documentation and triangulation. The data collected were analyzed qualitatively through:1)data reduction,2)the presentation of the date, 3) drawing conclusions. Results of  thestudy: (1) lack of  guidance program runs well, (2) lack of  adequate facilities and infrastructure, the sourceof  funds from the annual budget of  of  KONI, (3) the selection of  coaches and athletes are not clear, (4)the performance is pretty good coach, (5) lack of  attention of  the government, (6) lack of  clear guidanceprogram, the coach gets the freedom to make the exercise program. (7) Asahan produce the Asean level athlete and national level athletes seven.  This study concluded: 1) antecedent, coaching programs is lessclear and still many shortcomings in funding was minimum. 2) Transaction, the implementation of  thetraining program is quite good, recruitmen coaches, athletes are not clear, Consumption, the welfare of athletes and coaches are not guaranteed and do not have special transportation. 3) Outcome, Asahan coaching good enough for teams and individuals. Suggestions, Pengkab should be more active and creativein the development process.
