Fulfillment of the Right to Health of Indonesian Migrant Workers Against Infectious Diseases Toward Achieving Sustainable Development Goals(A Study of the Regional Government of Central Sulawesi Province)

One group that makes a substantial contribution to the nation's foreign-exchange earnings is Indonesian migrant workers (IMW). However, in practice, people still face many challenges when attempting to exercise their fundamental rights, especially when it comes to obtaining health care, including the prevention and treatment of infectious diseases. High mobility, vulnerable working conditions, and limited information and transnational regulations make IMWs a high-risk group for infections such as HIV/AIDS, tuberculosis, and hepatitis. Sustainable Development Goals (SDGs), this study assesses the extent to which IMWs have access to healthcare in the context of infectious disease control. In order to achieve the SDGs, particularly targets 3.3 and 3.8. Based on a review of national laws, international agreements, and policy documents about the protection of migrant workers' health, a socio-legal research technique with descriptive analysis was employed. The study's findings demonstrate that, while Indonesia has ratified several international legal agreements and enacted pertinent domestic laws, their implementation has not been ideal. This is due to weak inter-sectoral coordination, limited cross-border health protection mechanisms, and a lack of data integration and health services for migrant workers. Therefore, there is a need to strengthen operational regulations, enhance bilateral cooperation in the health sector, and develop an integrated health information system to support the inclusive achievement of the SDGs for all migrant workers.
