New Submission, Registration, and Template Compliance Policy

To uphold the integrity of academic publishing and to proactively prevent unethical practices such as ghost authorship, identity fraud, the involvement of paper mills, and the submission of manuscripts by unauthorized third parties, the Indonesian Journal of Pancasila and Global Constitutionalism implements a strict policy governing manuscript submission, user registration, and compliance with the official journal template. This policy forms an integral part of Indonesian Journal of Pancasila and Global Constitutionalism’s commitment to publication ethics, transparency, and quality assurance in scholarly communication.

1. Submission and Registration Policy

Effective immediately, Indonesian Journal of Pancasila and Global Constitutionalism only accepts manuscript submissions that are made using official institutional email addresses. Acceptable email domains include, but are not limited to, addresses issued by universities, government agencies, research institutions, or other formally recognized organizations (e.g., [email protected], [email protected], [email protected]). Submissions made using personal or commercial email providers such as Gmail, Yahoo, Hotmail, Outlook, and similar services will be automatically rejected at the initial screening stage without being processed further.

The email address used for submission and registration must correspond directly with the author’s stated institutional affiliation in the manuscript and in the Open Journal Systems (OJS) user profile. This requirement is intended to ensure the verifiability of author identity, accountability of authorship, and the credibility of institutional representation in published works.

In line with this policy, the Editorial Board conducts periodic audits of the OJS user database. Registered user accounts (including Authors, Reviewers, and other roles) that utilize non-institutional email addresses may be subject to verification and, where necessary, permanent removal from the OJS system. Members of the Indonesian Journal of Pancasila and Global Constitutionalism scholarly community are therefore required to update their OJS profiles using valid institutional email addresses to avoid loss of access or deletion of accounts. Failure to comply with this policy may result in suspension of submission privileges.

2. Mandatory Compliance with the Official Indonesian Journal of Pancasila and Global Constitutionalism Manuscript Template

In addition to identity verification requirements, all manuscripts submitted to Indonesian Journal of Pancasila and Global Constitutionalismmust strictly adhere to the official journal manuscript template. The template is designed to ensure consistency in structure, formatting, citation style, and overall presentation of articles, thereby supporting readability, editorial efficiency, and compliance with international academic publishing standards.

Manuscripts that do not follow the prescribed template, formatting rules, and writing guidelines may be returned to the authors for technical revision prior to peer review. In cases of substantial non-compliance, the Editorial Board reserves the right to reject the manuscript at the initial screening stage without proceeding to the peer-review process. Authors are therefore strongly encouraged to carefully review and apply the official template before submission.

3. Purpose and Ethical Rationale of the Policy

  Promote consistency in manuscript presentation, uphold rigorous editorial and peer-review processes, and ensure transparent and professional communication between authors, reviewers, and the Editorial Board.

• Strengthen Journal Governance and Quality Assurance
  Support the long-term reputation, indexing eligibility, and scholarly standing of Indonesian Journal of Pancasila and Global Constitutionalism by aligning journal practices with international best practices in academic publishing.
  
  

4. Note to Independent Researchers

Indonesian Journal of Pancasila and Global Constitutionalism recognizes that some high-quality scholarly work may be produced by independent researchers who are not formally affiliated with an academic or research institution. Independent researchers without institutional email addresses are required to contact the Editorial Office through a formal inquiry prior to registration or manuscript submission in order to request a verification waiver. Such requests will be considered on a case-by-case basis, subject to appropriate identity verification procedures determined by the Editorial Board.
