Legal Politics in Combating Corruption During Indonesia's Era of Regional Autonomy

Abstract

Efforts to eradicate corruption have not been fully effective, especially after the implementation of regional autonomy, where corruption cases have increased significantly. This paper examines the key factors driving corruption in decentralized governance, particularly in Indonesia, and evaluates the effectiveness of legal policies implemented by the government. Using a normative juridical research approach with a descriptive-analytical method, this study identifies three major contributors to corruption under regional autonomy: excessive authority without adequate oversight, high political costs, and self-serving governance among regional officials. Despite the establishment of various anti-corruption regulations, the enforcement mechanisms remain inconsistent and ineffective. The paper argues that the success of anti-corruption policies requires not only legal reforms but also institutional commitment, ethical governance, and structural enforcement mechanisms. Legal politics should be directed toward strengthening monitoring systems, improving governance capacity, and ensuring strict legal enforcement to create a deterrent effect.

    Janpatar Simamora, was born on January 14 1981 and currently works as a still lecturer at the Faculty of Law, HKBP Nommensen University, Medan, North Sumatra. Accomplish Bachelor of Laws (S.H) education at the Faculty of Law, HKBP Nommensen University, Medan in 2005. As for  Master's (M.H) Law education was completed at the Faculty of Law Gadjah Mada University Yogyakarta in 2011.and Then, Doctor of Science Program Law (Dr.) was completed from the Faculty of Law, Padjadjaran University, Bandung in 2016. Since 2008 until now, the author has been record as a Permanent Lecture at the Faculty HKBP Nommensen University Law with the functional position of Associate Professor. During this time, the author has been active as a columnist in various print media, both local and national as well as writing in various accredited national journals and international journals and has also written a number of books with ISBN and obtained a number of copyrights. Beside Additionally, the author also actively participates in various scientific meetings and become an internal resource person various activities in the field of law and is an expert in a number of legal cases in court..The author is a professional lecturer  become adept of law based on certificate number 16101100204645 and Lecturer Workload Assessor with NIRA Number 991610110020464513231.     Risma Elfrida Esther Manik, was born in Medan on May 23 1997 and currently working as a lecturer at the Faculty of Law, HKBP Nommensen University, Medan, North Sumatra. Completed his Bachelor of Laws (S.H) education at the Faculty of Law, HKBP Nommensen University, Medan in 2019. As for education Master of Public Policy and Leadership (M.PP) education was completed at the Park Chung Hee School of Policy and Saemaul Yeungnam University, Daehal-, 280 Daehak- ro, Gyeongsan-si, Gyeongsangbuk-do, South Korea in 2022. The author is record as a lecturer at the Faculty of Law, HKBP Nommensen University. Apart from that, the author was also an active and outstanding student who exchanged students at the Daegu Catholic Campus in South Korea, for one semester from the Campus Program at HKBP Nommensen University in 2018.
