Green Belt Policy and Community Participation to Control Urban Heat and Air Pollution in Semarang City

This study aims to evaluate the effectiveness of the Green Belt Policy in controlling urban heat and air pollution in Semarang City, with a particular focus on the role of community participation in its implementation. A mixed-method approach was applied, combining legal analysis through statute and conceptual approaches with field research. Primary data were obtained from the Public Works Department (Dinas Pekerjaan Umum) of Semarang City, providing information on the extent, maintenance, and challenges of green belt areas, and from the Environmental Agency (Dinas Lingkungan Hidup), which supplied air quality index records and urban temperature data. Additional data were gathered through literature review, direct observation, and interviews with local communities. The results indicate that although green belts contribute to reducing local air temperatures and improving air quality, their potential is not fully optimized due to limited maintenance budgets, inadequate human resources, and low public involvement. Community participation remains minimal, largely due to a lack of awareness and incentives. Strengthening regulatory enforcement, integrating community-based management, and utilizing environmental monitoring technology are recommended to enhance the policy’s impact. These findings can serve as a reference for local governments in other urban areas to adopt similar strategies for sustainable environmental management
