Developing an Eco-Nationalism Village Regulatory Model for SDG Achievement and Sustainable Economic Development in Madura

Sustainable local economic development at the village level requires a balance between community welfare, environmental protection, and effective local governance. In Madura, the utilization of natural resources remains insufficiently aligned with environmental carrying capacity, creating challenges for achieving sustainable village development and the Sustainable Development Goals (SDGs). This study aims to develop an eco-nationalism-based village regulatory model that integrates environmental protection, sustainable local economic development, and SDG implementation within village governance. Employing an empirical juridical approach, the study draws on village regulations, interviews, field observations, literature, and relevant governance documents to examine regulatory practices, institutional capacity, and community legal behavior. The findings identify four interconnected components of the proposed model: (1) strengthening environmental protection provisions in village regulations, (2) fostering ecological legal awareness and community participation, (3) promoting local economic activities based on environmental carrying capacity, and (4) strengthening village institutions for SDG implementation. The model positions village regulations as a strategic legal instrument for integrating ecological values, national identity, and sustainable local economic development. The study contributes to the development of village-level environmental governance by demonstrating how eco-nationalism can provide a normative and institutional foundation for translating environmental stewardship into local regulatory practice. The findings also highlight the need for regulatory drafting assistance, capacity building for village governments, and institutionalized community participation to ensure effective implementation. This model offers a context-sensitive framework for strengthening sustainable village development in Madura and other rural areas facing similar ecological and socioeconomic challenges.
